Strange men masturbating in public are creepy when you're a child and tedious in a disgusting kind of way as an adult - there's nothing sexy about it to me at all. Men who do this are like rapists in that they think they can impose their body/penis/desires on others without their consent or interest (and it's not uncommon for violent sex offenders to start off with this kind of behavior because it is offensive and oppressive and often inspired by a hostility towards women). I'm comfortable with nudity and bodily functions but I'm not interested in watching someone take a crap while I'm on the bus or out for a walk in the park either.

Now, if I'm having consensual sex with someone I'm attracted to or watching a video it can be a turn on but it has a lot to do with the sexual dynamic with the person and our relationship and not simply the act itself. I've got to care about your desire to be interested in sharing it - can't say that I care about the desires of random (and always unattractive) men who feel they have the right to masturbate in public since it's a hugely selfish act (and a sign of much creepier tendencies). Can't say that I have any interest in watching strangers masturbate online either (whether they're hot or not) - that kind of thing seems to be more of a guy thing (though I could be wrong about that but it's not something women I know are into but lots of gay and straight men have told me they are since it's easy and free).
